According to Hoshino, Champions will begin with a "specific selection of Pokemon" instead of the full National Dex being available on day one. He warned that having over 1,000 Pokemon available right away "might get a bit too tricky." It was not made clear whether he meant technical challenges, balance headaches, or both.
How seasons will work
Hoshino said the game will run on a seasonal structure with different rules and regulations for competitive play. The plan is to add additional Pokemon as seasons roll on. Exact timing for those seasons and how many Pokemon will join each refresh were not finalized.

For the launch window, Mega Evolution will be the only battle gimmick available. Other mechanics such as Terastallization and Z-Moves were mentioned as possibilities for later updates.
In short, Champions will start smaller and expand in measured steps. That should make competitive play easier to manage, even if some fans would rather have everything unlocked right away.
